What is being proposed at the Thagoona Neighbourhood Centre site?
The Thagoona Neighbourhood Centre is a proposed community hub designed to meet the growing needs of residents in the western growth corridor of Ipswich City. It will provide essential services and retail options for both current residents and new arrivals, addressing a clear and imminent need for local infrastructure.
The primary services and retail options proposed include a major supermarket, specialty shops, food and beverage outlets, a tavern, medical and allied health uses and a service station. These amenities are intended to complement existing retail services in nearby Walloon and Rosewood, making everyday shopping and services more accessible.

Where will the centre be located?
The Thagoona Neighbourhood Centre will be located at 929–991 Karrabin Rosewood Road, Thagoona, at the intersection with Thagoona Haigslea Road, within Ipswich’s Bremer Valley region.
Who will develop and own the Thagoona Neighbourhood Centre?
Lennium Group will develop and own the centre. Thagoona Neighbourhood Centre is a logical addition to Lennium Group’s nearby Highland Walloon residential community and soon-to-launch Newfields Thagoona community.

Why is the Thagoona Neighbourhood Centre needed?
Independent economic analysis and assessment of estimated population growth has confirmed a clear and pressing need for a full-line supermarket and supporting retail services in the Bremer Valley region. In fact, the corridor is expected to require several additional supermarkets by 2041.
Strong population growth in the western growth corridor – evidenced by several new developments underway or planned for imminent construction – is increasing demand for local shops, services and employment. The centre is intended to provide convenient access to everyday needs closer to home, reducing travel to Ipswich as well as Rosewood and Walloon.
What planning and infrastructure considerations have been made?
The Thagoona Neighbourhood Centre has been designed in compliance with all relevant planning codes and reflects high-quality urban design. The proposed development will include improvements to Karrabin Rosewood Road, improved stormwater management and access to reticulated water and wastewater infrastructure through approved trunk water and sewer connections, ensuring the project is fully serviceable and future proofed.
How are environmental concerns being addressed?
Environmental considerations are a key part of the project. This includes understanding the cultural and indigenous heritage of the site, as well as reconstruction and rehabilitation of O’Shea Gully to protect natural drainage patterns and riparian vegetation, and to improve fish habitat and water quality.
How will traffic be managed?
Local traffic impacts have been assessed and will be mitigated by the design of access points and the staged upgrade and signalising of the Karrabin Rosewood Road and Thagoona Haigslea Road intersection. This intersection upgrade has already obtained Department of Transport and Main Roads approval.
The Thagoona Neighbourhood Centre will also make a regional contribution to traffic management by reducing the need for travel into Ipswich for convenience shopping.
What provisions are being made for pedestrians and cyclists?
The centre includes:
- A north–south shared pathway in the linear park along O’Shea Gully
- An east–west shared pathway along Karrabin Rosewood Road
- Connections to the future wider pedestrian and cycle network consistent with Ipswich City Council’s planning scheme
- Bicycle parking and end-of-trip facilities
These features support safe, convenient and active transport options.
How will flooding and stormwater be managed? Will there be any downstream impacts?
The centre is designed so it can safely handle extremely rare but severe floods, without putting people or nearby properties at risk.
Extensive stormwater and flood modelling has been undertaken. The design:
- Achieves 1% AEP flood immunity (1-in-100-year flood event)
- Includes flood storage areas and additional drainage infrastructure
- Improves the flood immunity of Karrabin Rosewood Road
- Improves the flood Immunity of Thagoona Haigslea Road
- Reduces flooding of existing properties downstream of Karrabin Rosewood Road and east of Thagoona Haigslea Road
While the design delivers some localised improvements to flooding conditions, the centre on its own is unable to achieve broader, catchment-wide benefits. Lennium Group has been advocating for a more integrated stormwater strategy with Ipswich City Council and other landowners since 2021, including a formal submission to the Draft Planning Scheme in 2023.

What will happen to O’Shea Gully?
Currently, O’Shea Gully is very highly degraded because of generations of farming, including modifications made for dams and irrigation. O’Shea Gully will be rehabilitated and enhanced, not removed. Works include:
- A wide riparian corridor
- Extensive revegetation with native species
- Improved water quality and habitat outcomes
- Retention and protection of large existing trees
Overall, environmental conditions are expected to improve compared to the site’s current state.
Will noise from the tavern, supermarket or service station affect nearby homes?
Noise impacts have been assessed and managed through:
- Careful building placement and setbacks
- Limiting the need for large acoustic walls
- Controls on operating hours, deliveries and plant equipment
The centre has been designed to comply with relevant noise standards for surrounding and future residential areas.
Is a future school still planned for this land?
The western portion of the site will remain within the Future Urban Zone. Lennium Group is in discussions with the Queensland Department of Education in regard to a potential Primary School.
Will the centre be built all at once?
No. The development will be delivered in stages:
Phase 1 will focus on the tavern, service station and food outlets along Karrabin Rosewood Road.
Phase 2 will deliver the supermarket, remaining retail, car parking and internal roads.
Later stages are linked to the delivery of supporting infrastructure, including stormwater works.
How many jobs will the centre create?
Once fully operational, Thagoona Neighbourhood Centre is expected to support approximately 340 local jobs across retail, hospitality, health services and centre management.

When will construction actually start?
Lennium Group is seeking to commence development of the Thagoona Neighbourhood Centre as soon as possible, with a potential starting date of early 2027.
With its Highland Walloon and Newfields Thagoona communities, as well as several other residential estates underway or planned within the corridor, delivery of the centre and its retail offerings is extremely important to support the current and future residents in the area.
Once commenced, the full development is expected to take approximately four years to complete.
Why does it feel like these plans have been around for years with no action?
Large neighbourhood centres often spend several years in planning while technical work happens behind the scenes, including traffic studies, flood modelling, environmental rehabilitation planning and servicing approvals.
Will there be more food options than just a service station?
Yes. The planning approval allows for multiple food and dining outlets, including takeaway and dine-in options. Specific brands and operators will be confirmed closer to construction and leasing.
Will there be larger stores like Kmart or other major retailers?
The centre is designed as a neighbourhood-scale centre, not a regional shopping centre. Larger-format retailers like Kmart are typically located in higher-order centres and are not anticipated as part of this development.
Will there be community spaces and recreational opportunities?
The Thagoona Neighbourhood Centre design includes a linear park, small pedestrian plaza, pedestrian walkways, activated commercial frontages, a tavern, food outlets, and other community amenities. These features will create a genuine neighbourhood hub and focal point for local activity, recreation, exercise and community events. There is also provision for a potential future school on the western portion of the site.
Is community feedback still being considered?
Yes. Community sentiment is an important part of the planning and delivery process, and feedback helps inform staging, design refinements and communication as the project progresses.
